Methodical approach to assessment of competitiveness of the border territories

Abstract

Strengthening of the crisis in the global economy and its globalization of improving the competitiveness of the territory is determined as a decisive factor in the formation of international competitive advantages of the region. The comparative analysis of the conceptual apparatus, factors and methodology for assessing the competitiveness of the region. Specification of the specificity of the border area, which largely determines the characteristics of the assessment of its competitiveness. The methodical approach to the evaluation of the competitiveness of the border area, including: the basic assumptions, estimation algorithm approach, method and model. The basic assumption of the considered methodological approach is the location of the evaluated areas and competing on both sides of frontiers; basis – a refined system of factors of competitiveness of the border area, represented by four groups of complex factors, which include private factors; approach – assessment of partial factors on the basis of statistics and quantitative data gathered through field research in the form of a survey on the residents of the region CAWI technology; method – calculation of integral index of competitiveness of the border area evaluated with respect to competing.

Testing of the proposed methodological approach carried out by assessing the competitiveness of the Primorsky Territory regarding Heilongjiang Province. Strengthening the competitiveness of the Primorsky Territory with respect to the province of Heilongjiang in 2014 in comparison with 2013 year contributed to the increase of investment attractiveness of the Primorsky Territory, due to the active development of the territories of advancing social and economic development (TOSER) and priority development territories (TOR), the creation of infrastructure investment edge and right regulation. Formulated advantages and limitations of the proposed methodological approach, and directions for further research. The validity of the results confirms the applicability of the methodological approach to assess the competitiveness of the border area with respect to the other region of the country next door.
